Your perspective is quite good, the dead man looks well proportioned, maybe his hand is a little small? It looks sort of.. emaciated, anyway. Has he been dead for long? (I'm assuming those are bullet holes in his head). Perhaps he was struck by the sitting character.. It's a little hard to tell that the hatted man is holding a num chuck (what are they actually called..@_@)
The darkness works well, your technique is great. The scratchiness of the whole thing.. it's perhaps even more disturbing than the content. Though I would like to see a little more detail..?
All in all it evokes a strange feeling, the foreground being dread, oppression, terror, the background being.. hope. Freedom, yet tempered by the running person's posture, it's like she/he is running in fear. I like it!
